Documents issued anywhere in the US and need to be used abroad must be authenticated in order to be recognized in the foreign country. If your document is intended for use in a country that does not belong to the Hague Convention (abolishing the requirement of legalization for foreign public documents) you must obtain along with the Apostille, the signature of the appropriate embassy.
This process includes: Authentication of your documents by the Department of State in Washington D.C; and Legalization of your documents by each embassy or consulate of the country for which your specific documents are going to be used.
The following countries require Embassy Legalization for international use of documents:
